Project Description

Highgrove involves three parcels of land within a half mile of each other along Center Street in the Highgrove area of unincorporated Riverside County. The project has approved tentative tract maps, and improvement plans have been through five plan checks. The lot sizes are generous, ranging from a minimum of 7,200 square feet to more than 20,000 square feet. The project has excellent freeway access to the CA-91, I-215, I-10 and CA-60 and is within short commuting distance to large employment centers throughout Riverside and San Bernardino counties. There are also several universities and large hospitals within easy commuting distance.


The properties had been owned by investment group AW Properties, which obtained full approvals for development plans that were put on hold when the housing market declined. Its proximity to Spring Mountain Ranch, a 1,450-lot master-planned community, which is scheduled to open for sale in late 2014, enhances the value of these parcels. Homes at Highgrove will be well positioned relative to Spring Mountain Ranch due to lower HOA dues and no CFD taxes.

Value Added

Foremost worked with the County of Riverside to resolve an outstanding condition of approval related to a regional traffic improvement that was tying up development of many of the lots. Additionally, this area of Highgrove had been limited to large lot subdivisions because of the lack of sewer. A sewer main has recently been extended down Center Street, which allows this project to now move forward.
